Technical governance

Compliance is the baseline. Performance is the design test.

Milli MEP establishes the governing hierarchy, project criteria and acceptance evidence before choosing systems. Standards are interpreted within the local statutory context and the actual building risk.

Design hierarchy

The project basis must resolve conflicts, not collect references.

The final hierarchy is confirmed for each appointment. A standard is not applied simply because it is familiar; it must be relevant to the jurisdiction, system, building use and stated performance objective.

Statutory and authority requirements

Applicable Georgian legislation, Decree No. 41, authority conditions and location-specific statutory duties.

Client and project performance criteria

Employer’s requirements, operator standards, fire strategy, certification targets and defined project outcomes.

BS, BS EN, CIBSE and BSRIA

Recognised design, installation, testing, commissioning and building-performance guidance selected for the actual scope.

NFPA and other international guidance

Applied where required by the project or where a superior life-safety outcome is justified and compatible with local law.

Engineering analysis and recorded judgement

Performance assessment, calculations, options and departures documented within the design record.

Quality assurance

Review is designed into the information flow.

The review effort follows consequence. Life safety, capacity, plant selection, utility demand and irreversible spatial decisions receive explicit stage gates and acceptance evidence.

Brief control

Scope, criteria, interfaces and design responsibility are confirmed.

Input control

Source, date, status and limitations of project information are recorded.

Calculation control

Loads, duties, assumptions and selected systems remain traceable.

Coordination control

Architecture, structure, fire strategy, utilities and specialist systems are reviewed.

Issue control

Drawings, schedules, reports and specifications are checked and revision-managed.

Change control

Design changes are assessed for technical, spatial and commercial consequences.

Elevated review

Fire and life-safety work requires a defined legal and technical boundary.

Smoke control, stair pressurisation, firefighting systems, fire alarms and evacuation interfaces depend on the building use, geometry, occupancy, fire strategy and local law. General website material is not a project design.

A formal appointment must state the jurisdiction, design scope, reliance information, certification duty, authority interface and competent technical signatory. Authority approval is not guaranteed.
